photogal10 @jessme7 Hello, I would say you could use it as both. I know the tag say 'shock absorber', but it is not anything I would use for high impact exercise. It would be more for yoga, pilates, etc. My personal favorite is lululemons tata tamer for high impact. This one is great for low impact or for use as a crop top.
