I bought these to cut them into shorts and the waist ended up being too small. PERFECT for a DIY project or summer shorts. These are size 28 but run very small so I put them as 26. Because they are really that small!

katewinsy hi there, is the hip to hip measurement the waistband or the actual low hip (across the booty)? If it's not can you tell me what the low hip measures and what the upper thigh measures? Thanks!
