1994 Starina Dress. Short sleeve attached "under top" that is also the built-in slip. Tank over has inserts to match the under top. Tie belt. Slight fraying on the collar hem; third picture. Could be jazzed up with silky ribbon. Never fixed it because I wear it backwards and have waist length hair. I am 5'2" and wore this with 3" heels. My go to dress for the past 20 years. I can no longer wear heels.
