Hi- the lower part of the dress is a satin polyester- does not stretch
The upper part of the dress - appliqué netting is 80% Nylon 20% spandex. This part of the dress stretches

@sydmartini hi. At the point at the waist where the embroidery is - Approx 13.5”
Hips are approx. 17”. Hard to tell where hip exactly falls
I take a 26 in jeans if that helps
