Japanese Baby Blue Lolita dress shoes

Tag says Size 43 EUR But measures across the bottom at just past 10inches. The heel measures exactly 3” from the back bottom to base of shoe. Was sent the wrong size, so they have never been used and tag is still attached. They are from the company Angelic Imprint. I’m open to offers.
