kanitha_stone @the_lala_charm so sorry for the late response. My first grandchild just came home from the hospital. Laying flat, the measurement is 13 1/2” not stretched. It does have an elastic waistband. Hope this helps and I also give great discounts on bundles. I need to declutter severely.
