Forever 21 This dress is meant to be worn with shorts underneath as the skirt is completely sheer and parts in the middle. It does not come with the dress. The buttons in the chest area can be unbuttoned for easy dressing. This is a fun summer outfit! This dress has never been worn except for the usual fitting test!
