One is WM Rogers and the other is a silversmith that I am not familiar with even though it is almost identical to the Rogers. They stand 5.25 inches tall and have a diameter in the cup of 3.25 inches. I cleaned them up some today so they no longer have most of the tarnish. One source has both as made by Rogers, since the stamp on the other one is B4512. I have no way of knowing.
