Blue sparkly dress

Navy blue strapless dress has a satin material top, beaded waste-line belt and a sparkly tool bottom. There is a little bit of padding along the bust-line but no cups. Would be super cute as a prom dress or winter formal. I am 5 ft 4” and the dress comes to the middle of my thigh. Brand New, never worn, with tags. Size 3
