elliottc1963 @suzannemcdowell sorry for delay , It is a top paw med. I have 15lb dachshund and it didnt fit to the way there built. I dont know if it will fit 19" chest. Next time im in pet store im going to see if chart on labels. You could take pup to petsore and try one on to see sizing. It is a step in harness. sorry i couldn't be of more help

prancingpeacock Hi…it looks like it doesn’t actually have to be a “step-in”…does it? Cuz it appears to have a buckle at the back but also on the front part. Is that right? Thanks!! 🙏
