NWT Forever 21 lace skirt XS

Adorable brand new Forever 21 knee length skirt When laid flat the waist measures 13 inches and the length is 28 inches. Shell: 92% nylon 8% spandex Lining: 100% polyester PLEASE NOTE - the skirt has some pink coloring in the waistband, I assume from the manufacturing process. I have provided two photos of this, but there is very subtle coloring all around the band.
