EXPRESS Sleeves Tulle Lined Blouse

I would describe the color either as a royal blue or electric blue. Very flattering and hits right at the waist line with enough length in the back. Outer shell is a spandex material. Small amount of wear(pictured) at the neckline due to a necklace I wore with it. I do want to add that the tulle material is not scratchy
