VINTAGE pleated pearl button tie waist dress

I love all the details on this dress. The pearl buttons at the neck dress it up. The pleated neck extends to make the dress less fitted through the bottom half. Contrasting polka dot sizes on belt and neck add interest. This is in excellent shape. Pictures make it look black but it is definitely navy. No size but looks like a small.
