poshglamgirl @leannrominger forever 21 sometimes runs small so maybe would fit. it sits at the natural waist so kinda high rise buy can be pulled up or down. but note the waist is 14" flat lay which fits a 28" waist so u can be sure, but a 28" waist can be S/M.
