Vintage Serbin Belted Polka Dot Dress

Super flattering dress by Serbin. Late 80’s style. Navy blue with white polka dots and white trim. Notched collar. Buttons down the neckline. Elastic waist. Accordion pleated skirt. Original matching belt included. Shoulder pads which are easily snippable. White flip cuff 3/4 length sleeves. Midi length. Machine washable. Made in the USA. New with tag, but there is a faint mark on the sleeve which appears to be dust and may just come out in the first wash, see last pic. Both the dress and belt are size 20W.
