horseforme619 hi! yes it does stretch the top part and then the arm stretches also! I've never worn it so I don't know what material it is and it does not say it on the dress. I know its not cotton. its more like a flowey material. If you need to know I can contact who I bought this from.it is very pretty! unfortunately it doesn't fit me! let me know if u have anymore questions.
