Victorian in styling, and could be by coloring, the shoulder pads almost guarenteed this is homemade late 70s earliest, 80s more likely. The unknown material is a high shine good quality velvet, with a gold glitter outlined paisley print design, in jewel tones on a black background. Total visible colors include, jet black, bronze, amethyst purple, sapphire blue. Over locked inner seams with 1/2" allowance. Pristine condition.
