Black and white dot pencil skirt with ruffle hem

Black and white dot pencil skirt with ruffle hem. No manufacturer or material tags. Feels like a synthetic material. Zipper back and top button closure. Semi sheer and would need a slip to wear. Approx 32.5in length, 15in width at waistband, 21.5in width across hips measured 9in below waistband. Small dirt mark at back by zipper(see last pic)
