Cotton with embroidery, lace, ruffles, pin tucking, tiers and ruffles with an elastic waist. True to size, top is slightly sheer while skirt is modest with lining and tiers. NWOT. Bought the wrong size hoping it would work for me. No visible wear. Top unbuttons to waist but pulls over the head easily.
