Yes, according to most Size Charts, a typical Size "00" fits a 23-inch Waistline & these Jeans are meant to fit right on the Natural Waist (the Smallest Part of the Torso :)
Honestly, I find it more accurate to actually Measure, rather than rely on Number-Sizing...
You can always Measure your Waistline or a Pair of your Own High-Rise Jeans & compare :)

The Inside Tag Reads Size "26/3"...
๐ ...But the True Waistline is about 11.5 inches, Measured Laying Flat
(So that is about 23 inches around :)
