Made in USA. The black portion is like a velour/velvet. Please excuse my very poor modeling attempt. I am just trying to show the color/fit. It will look much cuter on you, I am sure of it! PS - I wore this with a corset under it once (20 years ago) and it looked amazeballs.

srl666 @lanceyfresh thank you so much! I added a photo with the measurement with it flat and right at the bottom of the arm holes. It measures 15” there. It does have quite a bit of stretch too. I’m a 36D and have no problems there. Hope that helps. Let me know if you have more questions
