Hi - Is this dress new with tags? It's a Medium, but does it fit smaller because it's ribbed? Thank you!

@tbny10 hi! It is not new . I wore it once, washed on gentle /cold and hung dry. I just added some photos of the dress now . Its in perfect condition. The ribbing adds a lot of stretch and makes the dress form fitting at the top. The skirt is loose. I am typically a small and it fit perfectly on me. I think it would fit a medium as well.
