This dress is soft like butter and perfect. Keeping one in my size. It is glorious in every way. Perfect dress in perfect condition. Waist is 18 inches with lots of stretch (also exact placement of the waist was a bit hard to determine). Bust pit to pit is 21 inches flat with lots of stretch.
