waist and length measurements?

Hi! Website waist sizing is 28 3/8" and I measured the length at roughly 20" - I am 5'7 and while it's technically mini, it's not too short, it hits a few inches about my knee

*In my opinion, the waist is a bit more snug than that. Their sizing can be inconsistent
