@ngh25 it is a very loose extra fabric no wait so you can tie as tight or as loose as you wish around waist. Shoulder measurements idk it’s packed away it is true to size in the should

In shoulder for a size 2. Again the bust and waist don’t matter because of the excess material. I am a size 34 DD and a 24in waist and there is room in bust and waist. Discoloration around neck is from wear. Can be dry cleaned.
