Flowy black dotted short skirt XS

I purchased this skirt in 2015 at a Dallas, Texas Forever 21. I wore it once. The label faded after I washed it prior to this posting. Very cute XS skirt with flowy dotted overlay and solid black under skirt. Fluttery edging at bottom hem. Elastic waistband measures 11 inched flat to maximum 14 inches stretched. Approximately 20 inches long.
