I usually wear a small, however, this says that the waist is 13 inches. That’s pretty small. Does this run small for a small or is it a true small size?

Now I see that you have from under arm to under arm is 15 inches and the waist is 13 inches. That is definitely smaller than a small because a small size is 21 inches from pit to pit. I am only asking because I am interested. It seems like it is too small.
