colashopaholic @wabisabijar the measurement from shoulder to waist is 14 1/2 inches and the rise is about 13 inches. For reference, I am 5'3 1/2, usually wear a 5 inch heel, 102 pounds, and can wear a size 0 in the Nicholas Simone dress, but this jumpsuit was just overall too big for me. Given your measurements, it should fit. Hope this helps.
