@clairedelasol the waistband is elastic and unstretched it measures 17”. It stretches to 20”. The skirt is a solid black and it measures (from the top of the waistband) 17”. The skirt then has two layers of tulle on top and that goes a bit below the solid black part. It is 19” to the bottom of the tulle part.
