is this true to size? have any stretch?

@girdidit pit to pit max stretch is 19 inches, the top doesn't have much stretch at all, the bottom has a ton, I pulled it to 22 inches at hips relaxed its 15, but it hugs like spanx material. The dress is adorable. I just like to impulse buy and have waaaaayyy too many clothes.
