Hot Topic Princess blue velvet bell sleeves hi low max dress with ruffles 2X

This is a gently used item made by hot topic. This dress looks to be a medieval, or princess dress at maxi length with bell sleeves. It is made of blue velvet and the bell sleeves, and the bottom of the dress have a green chiffon ruffle. I have taken several pictures if you would like a specific one please let me know.
