I am not sure they are definitely hard but could be composite? It says ASTM F2413-05. I think this the protective footwear standard. I will post a picture of the tongue if I haven’t already.

@janetwiederholt just looked it up on their website and yes it is steel toe.
“These work boots meet the ASTM F2413 Electrical Hazard Standard. The steel toe is able to withstand up to 75 lbs. of impact and compression and is compliant with the ASTM F2413 Protective Toe Classification.”
