Not velvet but has a velvety texture to the cloth. In fairly good condition, signs of wear pictured. Says dry clean only but it's made out of cotton and polyester so I don't think that's necessary (and personally put it in the wash a couple times). Some of the pictures look more maroon than the real color, see the last picture I took with flash for the true color.
