Shoulder pads. Fabric feels like cotton. Elasticized waistband. No stretch in fabric itself. It looks like there was a small thread loop for a belt, but there is not belt with this dress. As-is. Small mark on back of dress as shown in photos. I suspect this would come out when laundered.
