jonesjillian @inthistlegarden Hi, There's a drawstring so I think it could stretch higher or cinch down smaller. I will check tomorrow and give some more details when I'm back in town. :)

jonesjillian @inthistlegarden Yes, it is elastic so it cinches tighter or looser. It is cinched tighter on the mannequin in the pictures.
