Is this plan white or sparky? Has it been hemmed above the knee?

@maeofautumn Hi! The dress is plain white. I have not altered the hem. When I measure the length of the skirt from the bottom of the second waistband to the hem of the skirt, it is 18”. I added a picture to show the measurement.
