Vintage Hot Topic Skirt

Vintage Hot topic! Purchased back in early 2000. No tags but I know for a fact I never wore this adorable skirt. I saw it and had to have it with no use for it. Short mini skirt. Lots of stretch in waist only. Under skirt cute detail is cotton stripped layer. Bow tie with scull ties everything together. So unique. 14-15 inch width +stretch. This is un-stretched measurement’s. Need a good home please! Length 12-13 inches relaxed
