@neshf no and no, it's water resistant but eventually the coat will soak up all the water - I would recommend for a very light shower/rain/mist weather, and there is no lining only a tiny bit on the upper back and lower sleeve part where the buttons are - I think it's by a design for more structure bubble sleeve.
