Rampage brand, beautiful vintage women's halter dress size 9

I have included pictures with the measuring tape as this dress seems a little bit big for a size 9, please keep in mind sizes were different in vintage days compared to current day. There is no tag for the material so I'm not sure what it is although it is man-made. I noticed a defect close to hem, please see a picture that displays it.
