Antique muffin pan

Antique Muffins Popover pan has rust. Rust will come off when touched. I don't honestly know how to properly clean this I did my best with a basic rinse. I could not find any additional markings to identify how old this is. This belongs to my dad but he no longer wants to hold on to it and I have no need for it. Hoping that it can find a really good home that loves antiques
