kcyonice2 @psu1976 I usually wear a medium and its about 16-17" laying flat. So I wasnt sure if your 28" description was flat or estimated full circumference. I apologize for the confusion.

psu1976 @kcyonice2 Yes the measurements are taken lying flat. It measured about 14" and then doubled. No problem, no confusion, it's just so many people never read the descriptions!!
