Beaded festival tote bag

I purchased this at a festival and was told it is handmade, I am unsure if that is true or not. Black velvet bag with beaded front. All beadwork is intact and secure. No loose strings or missing beads. Some of the metallic beads along the edge are showing wear. But other wise bag is in excellent condition with no rips, holes or stains.
