Blue pleated skirt

Pretty pleated skirt. Lovely shade of blue, nice material, but no tags indicating what that may be. It feels like a very lightweight cotton. There is a short inner lining as well, made of synthetic material. 1" wide waist band 30" lenght including waistband 12" waist, unstretched. It is elastic and has a nice amount of stretch. Could fit small to medium comfortably.
