Unique colorful shirt

I purchased this interesting shirt from a consignment store years ago and never found an occasion to wear it. There is no identifying information anywhere on it. Looks like it was part of a costume for a dance or ice skating show. The body is stretchy and the black portions are sheer and not stretchy.
