Rachel Allan dress #40262. Navy and gold sequin and beading w/stretch tulle. Lace up back. Size 10, true to size. With lace up back you could size down as well. Worn once, from clean and smoke-free home. The straps have been taken in and lightly tacked in place, very easy to let out; no cuts were made to shorten the straps.
