NWT Black Bow Shoulder Pad 1980s 80s Corset Dress

This dress is a super unique black dress with corset boning, bows on both sleeves, and mall shoulder pads. From my research, this dress is from the 1980s. This dress still has the he original tags so I think it is new with tags, it is made in USA, and is 80% acetate 20% nylon, dry clean only, and size 8 and should be a modern small to medium.
