it doesn't actually have to be styled like the photo - you can drop one entire side, adjust both to any height or leave it down completely. four tier ruffles, elastic waist, and extremely comfy. has a nice weight to it as well. great for costumes (steampunk, burlesque, Victorian, pirate...)
