@sgustems im sorry...that's the actual waist measurement with a tape measure? I have a pair of 28s im selling and, laying flat, the actual measurement of those is 16" (32). theyre too big on me, and im trying to find the right size. I dont think the actual waist measurement is 13" (26) here.
