This is a new and unopened anime figurine of Toushiro Hitsugaya from Bleach. Made by Bandai Namco under their Banpresto brand. This figure is a part of the Q Posket series, in which various characters are reimagined as extra kawaii and chibi versions of themselves! Note that this figure is what's known as a prize figure. The boxes that prize figures come in are typically sealed using tape that looks like regular tape.
