The front tie doesn't tighten the neck it only closes the vneck. This could be worn off the shoulders, because the neck has a stretch. The material is 55% cotton and 45% rayon; it is a medium sheer fabric, so it is see-through. The approximate measurements are: 23” shoulder to bottom, 22” pit to pit and 15.5” unstretched neck side to side (comfortably stretched to 22”, but it could go further). Oversized and meant to be baggy.
